Long past its sell-by date and way beyond the ken of its originally intended constituency, CY Leung announced the suspension of the Capital Investment Entrant Scheme from the 15th of this month and at a swoop said ‘enough’ to the 20,000 moneyed mainlanders who lent the economy USD600 million over the course of the last 12 years.
